I have heard of an attack called Mean Look. It should render the opponent unable to flee. I have never tried it myself, however, and the Pokémon able to learn it seem to be very few.

Alternatively, unless you specifically want a wild Abra or do not have any money to spare, looking at offers from Breeders may help.
