Abra is such an elusive species... Just keep trying. I have not trained one personally, but what I've read suggests that it is entirely worth the effort.

I suggest a Sleep or Paralysis attack, if it is available to you. I believe that the state in which an Abra is normally found only looks remarkably like sleep - it is actually highly alert and aware of its surroundings.
